can i work for the singapore tourism board if im not singaporean, but willing to apply for resident visa?

unfortunately, no brother. you have to at least apply for a Permanent Resident status. Naturally you want to first confirm with Singapore Tourism Board that they are interested in your talent. If they are and you have been frank about the fact that you are a non-citizen that they would certainly assist with the formalities to apply for the permanent residency application
